Local clusters developed in a new international congress
WThe
DATAR, the OCDE and the Caisse des dépôts et consignations
will organise, on the 28/29/30th of January 2002, in Paris,
the International conference on territorial development. During
three complementary days, politicians, experts, enterprises
and local players coming from the five continents will debate
on three themes : local clusters, recomposing territories and
the relationship between environment and industrial development.
The local clusters will notably be treated in round tables dealing
with the importance of innovation, the partnerships between
local clusters, the government policies promoting local clusters
and the relationships between large firms and SMEs. You can

To know better the transition countries' clusters
The
European Bank of Reconstruction and Development (EBRD), the Central
European Initiative (C.E.I) ad the LEED programme of the OCDE are
preparing during 2001-2002 seminars on the theme of the clusters
in transition countries. To close this relevant initiative, a final
conference in Trieste (Italy) in 2002 will permit to establish a
map of existing industrial clusters in these countries and to exchange
information about best practices. A interesting project to follow
for the clusters which would like to develop partnerships with these

Opening to the Pacific clusters
IClusters
Asia Pacific Inc. is a very active network of Pacific clusters.
It offers to link French and foreign clusters with enterprises of
Pacific clusters (Australia, New-Zealand, Thailand, etc). To benefit
from this service, it is requested to join the CAP network (300$/year).

A new local cluster supported by the DATAR
The
French national cluster committee, led by the DATAR, decided to support
the development of the Industrial and Naval Pole of Normandie (PINN).
This association, created after the closure of the enterprise "
Ateliers et Chantiers " of Le Havre (ACH- shipbuilding), gathers
24 firms (more than 1700 workers, a turnover of 130 millions Euro).
Its aims is to build targeted alliances to increase their supply towards
contractors, to develop the commercial action of the enterprises members
of the cluster and to increase their competitivity. Welcome to the

The " Metrology valley " comes out
in Saint-Louis, Alsace Region (France)
The
Metrology valley concern 25000 workers and 120 enterprises and associated
organisms. 40 structures are gathered in the Regional and International
Pole of Sciences of the Measure (PRISM3), created in 2000. There
are already various common actions developed : sharing competencies,
collective promotion, training, support to new entrepreneurs. The
projects are also increasing, like the future center of measure
equipment which will soon be at the disposal of the firms of the

Alliances France/England between SMEs of the
aeronautic sector
Thanks
to the european programme ADAPT-FEDER, Adour Competitivite supported
the constitution, in the Adour Region, of an aeronautic network
of SMEs. It also contributed to the linkage with North-West England
firms thanks to the NWAA consortium and the association NIMTECH.
These partnerships permitted to elaborate alliance projects which
will be materialised by the creation of the " METALADOUR "cluster.

Clusters at the service of a territorial strategy
of excellence
TCreated
with the partnership of the York city council and the local university,
the " Bioscience York " cluster gathers 50 high-technology
enterprises and 3000 researchers. More than 180 millions £
of public-private investment have been realised since the creation
of the cluster in 1995. Its success has permitted to put in place
the project " York, City of Science " which aims to make
the city become a international center of excellence on technological

France follows its support to the clusters
on the Human resources dimension
During
the inter-ministerial spatial planning committee (CIADT) of the
9th of July, the French government decided to support clusters to
finance projects to improve competencies of their workers. This
decision is dedicated to collective initiatives of planned staff
management and actions of advice/training. 3 millions francs of
the national spatial planning fund (FNADT-DATAR) and 20 millions
francs for the Programme for the development of better training
("EDDF") of the Ministry of Employment and Solidarity
are already available. To get more details or to send your project,

for the "FNADT".

The " EDDF " : to satisfy collectively
the needs of training of the SMES
Within
the framework of regional conventions, the Programme for the development
of better training ("EDDF") can support financially the
adaptation to the economic and technologic evolution of the competencies
of the firms of clusters This programme is in fact dedicated to
territorial projects which involve firms co-operating with others
(on economic or technical projects). An additional financing can
also be asked to the European Social Founds (Objective 3). To get

An experimental programme on transnational partnerships inter-clusters
Following
the proposal of Dominique Voynet at the congress on local clusters
(Paris, 2001), a French experimental programme " Transnational
partnerships between clusters ", with the technical support of
the Ministry of Economy, Finance and Industry (DREE), of the Ministry
of Foreign Affairs (DGCID) and the World Bank, was launched this year.
14 projects were selected by the National cluster committee on the
14th of September 2001. These actions must favour the conclusion of
co-operation agreements between SMEs of the clusters partners and
participate to the strengthening of the territorial economy and of
the production sectors of the emerging countries. If the results of
this experimental programme are relevant, it will be renewed in 2002.

competition "- 12th and 13th of November 2001, in Germany.
Organised by the Ministry of Economic Affairs, of Technology and
Transport of the Schleswig-Holstein Land, this workshop will gather
some of the world's leading experts on the question of the broadcasting
of innovation in clusters and of its impact on the territorial economic

of November 2001, Trieste, Italy
This summit is a major event to promote development and investment
in the transition countries. On the 23rd of November, two workshops

of Midi Pyrénées (June 2001)
