CDIF opened to the competitiveness’
centres
The
CDIF held, on September 27th 2005, his annual general assembly.
On this occasion, the club’s members decided to open the association
to the competitiveness’ centres who had recently a label.
The CDIF counting among his members 9 competitiveness’
centres and 11 LPSs who are involved in centres (see
list), it was natural that it adapts itself to his new
deal. The CDIF’s statuses were modified and its program of
actions adapted consequently.
A college “competitiveness’ centres”
is then created within the CDIF. The first meeting of exchanges
will take place at the end of October/beginning of November. This
college will also entertain analysis works and propositions that
the
comité d’orientation stratégique et prospective
(COSP) will formulate that the CDIF launches during this
second half of the year 2005.

LPS and Competitiveness’
centres: analysis of the results on the appeal to governmental projects
The
analysis of 67 competitiveness’ centres retained by CIADT
on July 12th shows that a big number of competitiveness’ centres
integrates one (possibly some) LPS with a label or not. The degree
of involvement of LPSs in the competitiveness’ centres is
variable. Some competitiveness’ centres merge with a LPS (examples:
Pôle enfant du Choletais, Cosmetic Valley, Metaladour, Mecatronic
Seine-Amont, Silicon Sentier, Clubtex, Pôle Marine Loire-Atlantique…).
Some other LPSs are associated to no competitiveness’ centres.
For all that, they could become centres, as indicated by M.Mirabaud,
delegated to the regional development and the regional action during
his intervention in Saint Etienne, with a policy of incentive in
the innovation and in the economic intelligence.

European
exchanges inter clusters in Hungary
Within the context of the Regins project, supported by the European
program Interreg IIIc, the agency of regional development of Transdanubie
west, organize on October 17th & 18th 2005, in Sopron ( Hungary
/ Austria border, 60 km from Vienna) a seminar of European exchanges
inter clusters. The aim of this event: favour partnerships and facilitate
the Benchmark between Hungarian, Austrian, German (region of the
Baden-Württemberg/Stuttgart), Italian (Lombardy),’ networks.
LPS and French centre’s presenters are warmly invited to join
the meeting and the different workgroups. Thematic fields of the
associated clusters are not limited even if the domains of clusters,
involve into the Regins project depend more from wood, from motorcar,
from the mecatronic, from the biotechnology, from the NTIC, from
the logistic…

A
platform of services and logistic textile to “Profession Mode”
Marseille
The
LPS Profession Mode Marseille prepare
for the springtime 2006, a platform of services and logistic in
Marseille. The ambition of the project is to develop an advanced
tool based on a global offer of services.
This offer included a logistic service, a platform’s base
and three types of services:
1) An industrial service covering the whole process (conception,
follow up of the process, the marketing)
2) A functional service including all the intellectual services
which are not integrated into the process of production but which
establish nowadays essentials resources
3) A service of support for the creation of new companies, to conduct
them in their methods, thanks to a nursery, an offer of specific
software and “tissuthèque”, an innovation service

Success
to the Spanish/ Basque Country‘s economy thanks to the clusters
Last
June, Bayonne, Basque country’s CCI organized a meeting on
the subject: “competitiveness’ centre to revitalize
French economy? Clusters success in Spanish/Basque country”.
The meeting notably leaned on a survey led by
l’institut France-Euskadi.
The objective of the association is to promote the economic cooperation
between the Spanish Basque country and the French one. Success’s
keys of those Basque’s clusters, results of the Basque government
voluntarist policy, which followed the recommendations of Michael
Porter:
- Be structured around some well identified intervention’s
fields (research programs, standards quality, training programs)
- Benefit a strong support from authorities for a while and collective
group.
- Be opened to the international.
This survey presents three clusters models in domains of “machine
tool”, “motorcar”, and “aeronautic”.

Inter
pole cooperation: case of CAMDIB and Mecanic Vallée
The
intensification of the subcontracting industry is one of the common
subjects of Camdib
and Mecanic
vallée. Further to many exchanges between these
networks (especially within the framework of the thematic group
“metals” of the CDIF) and the crossed visits recently
realized, crossed transfers are now envisaged. Mecanic vallée
is interested by the test of manufacturing big speed (UGV) learning
platform and developed welding by the bitteroise field.
Camdib, for his part, wishes to participate to the future “central
mechanic space,” research centre announced by Mecanic Vallée
to facilitate the transfers of technology and the strengthened project
by the recently selected competitiveness centres VIA MECA. A crossed
partnership is in the process of construction.

Competitiveness centres: starting sustained project and
bill proposalde

After the announcement of the label on July 12 of this year, the
Prime Minister spread a circular dated August 2nd 2005
to region’s prefects, on the procedure of the competitiveness
centre’s implantation. Prefects had notably for mission to
set up, for each centre, “a committee of coordination”
composed of state’s representatives, centre and territorial
community.

>> Christian Blanc, representative of Yveline,
introduce to the National Assembly a bill proposal relative
to the economy of the innovation. The success of the projects
appeal on the competitiveness centres highlighted a strong capacity
of mobilisation from actors of the growth. However, Christian Blanc
hopes that his steps will receive a wide support and that it allows
accelerating the French rocking into the innovation’s economy.

National
LPS Committee
Following
the appeal on LPS projects of 1998-1999 and further the LPSs World
Congress of 2001, the DATAR, created the “national LPS committee”.
This committee supervises the LPSs development policy and decides
on the financial support for some projects. The role was strengthened
by the CIADT of September 2004, which reserved FNADT’s means
to support a new LPS or to consolidate those existing. In 2005,
this committee met 4 times and had supported 5 new LPSs (Capital
game, Pôle
eco-industrie d’Alès, Technicmarine,
Pôle legumes du Santerre-Haute Somme, Ouest Granit Innovation)
and Mecartois (emergent project). Some LPSs benefited a support
for the strengthening (as Technic
Vallée and the Cluster
de la Glisse).
Next meeting of the national LPS committee scheduled on
October 18 2005.

Launching
of a survey on the innovation and LPSs
The
DATAR has just launched a survey concerning LPSs innovation. This
mission, entrusted to the scientific management centre of the “Ecole
des Mines” in Paris, aims to have elements of understanding
on the necessary conditions so that a LPS get involve durably in
the way of innovation (of product, process, marketing, etc.). Two
LPSs have been chose and will be the object of case survey: the
Medical Technologies Centre and the
Pole Plasturgie de Sainte Sigolène.
The “Ecole des Mines” of Paris plans to investigate
with companies, animation structure and LPSs partners (notably those
having responsibilities in the technological transfer, the training
or the research).

Prospecting
commercial tax credit
Companies
group can now benefit to the export tax credit (CIE) in the same
condition as SMEs, but with an amount divided into two: 80K€
instead of 40K€ for the individual companies. A condition of
eligibility: the association must be subject to the company tax
and GIEs.
CIE’s objective: institution of a tax credit to encourage
SMEs to get over an important step of the international development
by the commercial prospecting apart from the European Economic Area
while encouraging them to do recruitment based on the export.
The export tax credit intervenes in 50% of the amount of eligible
expenses. The obtaining of a tax credit is subject to the recruitment
of a person allocated to the export development or recruiting an
international volunteer in company allocating the same vision.
The eligible expenses are: fees and allowances of travel and accommodation
connected to the commercial prospecting; monitoring expenses markets/customers;
participating expenses to shows and fairs; expenses on the collective
communication on products and services offered by the group.

On its 5th anniversary, Mecatronic
Seine-Amont organizes its 4th meeting forum giver –
industrial subcontractors. Two industrials stars projects will be
there presented, realised within the framework of Mecatronic SA:
Bionoface projects, and UCPA Climbing wall. A round table on the

The
CDIF’s notebooks
On the meeting on June 1st and 2nd 2005, in Saint Etienne, the CDIF
created the “CDIF’s notebooks”. In proportion
as the work of case survey and of thematic capitalization led within
the context of his function of RESOURCES CENTRE serving the LPSs,
clusters, competitiveness’ centres…, from now on, the
CDIF will published its reports in this “collection”.
