Regions are the heart of the 2nd International conference on
territorial development
The
Datar, the Caisse des Dépôts et Consignations and
the OECD will organised the 2nd International conference on
territorial development on the 21st, 22nd and 23rd of January
2003, in Paris. This conference will examine the role of regional
governments for the development of territories. It takes place
while France is undergoing a profound institutional evolution.
In particular, the movement towards increased decentralisation
is reinforcing the role of the region in territorial development
policies and in the establishment of new co-operation between
the different stakeholders.
As a result, the region will become a privileged partner of
local clusters and of the local firms networks. That's why LPS
INFO offers you a special issue presenting the different meeting
and exchange points of the conference, where you have to be!!
During the conference, three principal thematic approaches will
be examined :
- Supporting economic development through the attractiveness
of territories and the territorial anchoring of enterprises
(Tuesday 22nd of January)
- Reinforcing economic and social cohesion of territories (Wednesday
23rd of January)
- Enhancing the role and participation of civil society, particularly
for environmental management purposes and to boost local democracy.
(Thursday 24th of January)
Over 80 high-level decision-makers - from all over the world,
representing central governments, research institutions, businesses,
and local governments - will contribute to round-tables, forums
and workshops. In parallel to these events, an exchange fair
will enable project-managers to share their experiences and
to diffuse 37 "best practices".
Jean Pierre Raffarin, the Prime Minister of France, and Jean
Paul Delevoye, Minister for Civil Service, State Reform and
Spatial Planning are among the Conference speakers.

Forum "The territorial anchoring of enterprises"
How
can the development of contextual factors (such as networks and
positive externalities) be identified and promoted so as to favour
the territorial anchoring of enterprises? Speeches of big enterprises
(Bonduelle, Motorola), of institutional representatives and of networks
(Association of Chambers for Trade and Industry, Invest in France
Agency, National Association for Technical Research).

Workshop "International industrial co-operation
among enterprises"
Organised
by the DATAR and the French Club of Industrial Districts (CDIF),
this workshop will present concrete approaches to highlight the
advantages and drawbacks of the development of transational co-operation
projects.

Exchange fair

experiences of local clusters, of firms networks, of public programmes
fostering local economic development are presented to allow the
sharing of methods on collective innovation, on developing alliances
between territories and on collective human resources management.
Among the experiences presented the Biotech cluster (Germany), the
Industrial and Naval Center of Normandy (France), The " Global
village " of Acadia (Canada), the Multimedia Pole of Montbeliard
(France), the partnership between the Metal Alliance Club for Industrial
Development (France) and Tunisia, the partnership between the Packaging
Valley (France) and China etc.

2nd day is dedicated to the role of regions in the balanced and
harmonious development of territories.

generally reflect a shared cultural identity and a common heritage.
Regions also are the entities that give value to, and reinforce,
networks of solidarity. How can a regional project help develop
inner dynamics and an approach that guarantees territorial coherence?

Round table "The key role of regions
for a renewed governance"
Presided
over by Jean-Pierre Raffarin, French Prime Minister, this round
table will be a synthesis of all the debates of the conference in
the French decentralisation process. It will also allow an international
comparison of different systems of balanced shares of responsibilities
that promote regions as a leading level in the dialogue with civil
society and social structures. Speeches form France, Poland, Germany,
Mexico and point of view of the European commission.
