On
January 21st , three workshops will take place that should interest
the clusters managers.

"International
industrial co-operation among territories"
Shared
experiences between local clusters from different countries seem
to yield significant benefits : know-how transfer, seeking for new
markets, innovation transfer
Considering examples of international
partnerships in which entrepreneurs have taken a leading role, this
workshop will focus on the aims of co-operations, the various programmes
established and the benefits accruing both to the firms of the clusters
and to the regions involved. Key lessons will be drawn for future
partnerships to serve as guideline for further initiatives.
French local clusters Managers (Metalworking Valley in Normandy,
French Club of Industrial Districts
) will debate with representatives
of the Datar, of the UNIDO, of the Regional Association for the
Development of Industrial Co-operation (ADECI).

"Which financial instruments for regional
economic development ?"
Regional
economic development calls for appropriate financial instruments
capable of fostering the creation and subsequent long-term survival
of businesses, particularly in the field of technological innovation.
Are the means being deployed in Europe adequate, as regards both
the supply of capital and guarantee techniques, and are they being
used optimally ? The workshop will analyse these issues by presenting
the existing instruments, their benefits and their drawbacks ; by
comparing them with those available in other European countries,
Germany especially ; by considering new instruments that need to
be developed in order to consolidate the competitive capabilities
of European regions.
During the workshop, the French Business Star-up Agency (APCE),
the French SMEs Development Bank (BDPME), the Caisse des dépôts
et consignations, the Bayerische Landesbank (Germany) will develop
their experience. The Sophia Antipolis Foundation will represent
the businesses by considering technological innovation questions.

"Social capital and economic development"
Social
capital can be considered as the relevant interconnection and networking
among the whole local players, in the hopes of awakening a collective
intelligence needed to increase territorial competitiveness. It
entails the establishment of a climate of trust and confidence among
individuals, firms and institutions; above all, it can boost the
region's skills and efficiency. The workshop will therefore seek
to identify the social capital resources and to measure their impact
on the regional economic development : what is the best approach
to manage social capital? How to evaluate the impact of social capital,
and with what ends in view?
Local clusters, which are territorial networking instruments, will
be one of the themes developed during the workshop by a representative
of the Competitiveness Institute. The work of the European commission
on social capital will be presented.

During
two days, the 2003 Conference will offer three thematic exhibitions.
These exhibitions will present financial tools and local development
practices.

"Local clusters"
The
French Club of Industrial Districts (CDIF) will present its networking
and exchange activities, in particular its sectorial clusters clubs
: the " Textile " club, the " Metalworking "
club, the " Multimedia " Club. A new " Packaging
" club, which gathers 5 local clusters working on co-operation
projects, will be also represented. Many clusters managers will
be at the 2003 Conference to present their work.

"Partnerships between regions"
The
European commission will present co-operation programmes within
the new European Structural Funds 2000-2006 : The Community Initiatives
URBAN and INTERREG, the Objectives 1 and 2, the Innovative Regional
Actions
The French Trans-border Operational Mission (MOT)
will also present its coaching instruments to develop trans-border
programmes involving regional authorities.

"Financial instruments for the regional
economic development"
The
" France Initiative Réseau " Association (FIR),
the French Business Start-up Agency (APCE) and the SMEs Development
Bank (BDPME) will present the various financial instruments that
exist in France to support public and businesses projects : the
local platforms (PFIL), the new start-up instruments, the guarantee
techniques

Various
local cluster managers will attend the exchange fair to transfer
their experience and practices during appointments organised in
advance. The topics selected for the 2003 exchange fair highlight
the role of public and private players in territorial dynamics :
development of technological innovation, collective human resources
management, international industrial co-operation...
