Creation of a French " Internet and Multimedia
" union
The
French Club of Industrial Districts (CDIF) has launched a new sector-related
clusters working group on ICT (cf. SPL
INFO n°5 Of May-June 2002). Following this initiative,
SYNTEC Informatique has created an " Internet and Multimedia
" trade union to advise and give assistance to the firms members
in many themes : legal, social and fiscal information, training,

The aim of the first meeting, on the 3rd of October 2002, was to
identify the main themes that could be developed in future meetings,
notably notably:
- Work flexibility and status of the entrepreneurs
- Financing of firms
- Inter-firms co-operations within a territory
The CDIF and SYNTEC Informatique decide together that the members
of the ICT working group of the CDIF are invited to participate
to the next meetings of SYNTEC concerning general information on

Training : Science Po organises a seminar
on the development of territorial projects - 26 & 27.11.02 and
10&11.12.02, Paris
The
Sciences Po Formation will organise, with the support of the French
Club of Industrial Districts (CDIF), a 4 day - seminar on "
Territorial projects and economic development strategies ".
Practical instruments and development methods will be discussed.
Cluster will be one of the main themes developed by B.Pecqueur (UREPT,
Grenoble University). Some concrete examples will also be presented
by Jean-Marie Rouillier, President of the CDIF and project manager
of the Glass Valley of the Bresles (Haute Normandie). To subscribe

Support to firms : R&D - The 2002-2006
EU programme
15%
of the budget of the 6th Development of research/innovation policies
(FP6) of the European commission is dedicated to SMEs. You can download
more information on the "Lettre
n°6 de la DIGITIP" (in French).
Jean-Noël Durvy (DG Enterprise, European Commission) indicates
that 450 MEuros will be dedicated to the support of collective research
programmes (various SMEs are working jointly with a research center)
so as to boost the firms' technological capacities and to develop
their ability to operate on an European and international scale.

Beginning of Interreg III C!
The
Community Initiative INTERREG III C is launched to encourage co-operation
and sharing of experience among European regions so as to improve
the effectiveness of policies and instruments for regional development
and cohesion. This Initiative can help local clusters which want
to develop international partnerships. Many actions are concerned
by the Initiative, notably :
- co-operations concerning technological R&D and SMEs,
- co-operations due to common geographical characteristics,
- co-operations concerning spatial planning elements.
- co-operation to support the development of regions facing structural
difficulties
Networking actions can be financed. The ERDF part will finance each
project from 0,2 to 1 MEuro. The project has to gather partners
from 5 countries, including at least 3 countries members.
Conferences, seminars, websites, databases, study trip etc, can
be financed by the ERDF part. Warning : partners have to be public
organisms.
Various call for projects will be launched until 2006. The first
call for project was launched in October 2002 and will last until
the 10th of January 2003.

A policy that fosters clusters development
in Quebec (Canada)
The
Quebec government wishes to foster the development of competitive
and innovating projects by the regions. The first step that was
identifying regional market niches is now over. Led in co-operation
with industrial leaders and public representatives of each regions,
it was based on the know-how of the Société Générale
de Financement (Financing General Society).
On the 12/13/14th of November 2002, the Quebec government will organise
a conference that aims to develop exchange between the different
regions. After this conference, inter-firms projects will be launched.

These actions are part of a global programme called ACCORD (Concerted
Action of Development Regional Co-operation).

"International
Conference on the Development and Impact of Dynamic Cities and Regions"
- 7 / 9.12.02, Shenzhen (China)
This conference is organised by the Shenzhen Municipal Government,
in co-operation with the United Nations Industrial Development Organisation
(UNIDO). The Conference will provide an opportunity for reviewing
the development process of the dynamic cities and regions (drawn
mainly from China and Regional Asia), and particularly the impact
of industrial cluster development. In order to share experience
and disseminate knowledge gained to less developed cities and regions,
the Conference will also examine the proposal for establishment
of the Global Learning Network on Dynamic Cities and Regions.

A
new French local cluster website www.enthierache.com
In the Picardie region, the Thierache cluster gathers some
thirty firms (representing 2550 employees) specialised in metalwork
and in mechanical engineering. The firms created a common website
to promote their individual know-how and the collective actions
of the cluster. A private webpage is dedicated to the industrials
to exchange information relative to markets, services, human resources
management (training, jobs
). The "Maison des Entreprises
de la Thiérache et de la Serre" is providing leadership
