A letter to go on with the exchange

With more than 1200 participants, coming from 45 different countries, the World Congress on local clusters, organised by the Datar (French Délégation of Territorial Planning and Régional Action) and the OECD (Organisation of Economic Co-opération and Dévelopment) in January 2001, was a great success. The wealth of the exchanges incites us to think that it is essential to maintain and develop the dynamics of network and of international exchange initiated during this event.
In the continuation of the congress, this " SPL Info " proposes you a place, at yours disposal, to indicate - with news flashes and links - the topicality of the clusters (innovative experiences, research or programme in progress, etc). We hope that this tool will multiply the opportunities to exchange and will nourish the collective reflection on Local Productive Systems.

Network News


The proceedings of the World Congress on local clusters

The cluster textile of Ludhiana in India, the tanning district of Santa Croce or the LPS of the Sentier in Paris on net-economy… Find these experiences and many others more in the proceedings of the Congress, which can be downloaded on www.datar.gouv.fr (it will be available in english soon). The synthesis of the debates shows how the concept of networking has become widespread in the whole world, taking diversified ways of co-operation and organisation according to territories and countries.



Inter-clusters networks to develop common projects

In partnership with the French Club of Industrial Districts (CDIF), two sector-based clubs have been existing since more than a year in France : the textile club and the metal-working club. After several meetings that permitted the clusters to get to know each other, now they are working on common projects (business fairs, european projects, etc). The Bank of Italy shows its interest for the industrial districts

In its newsletter of April, the Italian Club of Industrial Districts indicates an investigation of the Bank of Italy concerning the impact of industrial districts on the competitivity of the enterprises, the growth of employment and the rentability of investment. A Brazilian magazine on clusters

The first issue of the " Revista Brasileira de Competitividade" has just come out. Au programme notably a special report on the development of the leather/footwear cluster of Vale dos Sinos but also contributions of many experts which give an another vision of the Brazilian and international clusters. This magazine, published every four months by the Metas Institute, can be consulted on http://www.cresceminas.org.br

Local Initiatives


Enterprises and unions, partners for a swedish cluster competitive

To adjust to the requirements of contractors, the workers'unions have formed a partnership with the 69 SMEs of the Gnosjö district (metal-working district). This partnership permitted to set up a new model of work organisation, based on a better competencies management and a life-long learning system. Internet, a tool to mobilise an enterprises'network

Veritable window on all the competencies and the innovations of the LPS, the website of the packing district of the Bretagne region is also an essential tool to mobilise this network. It proposes to the enterprises a technology monitoring system, a "job fair" and information on the network's activity (report of meetings, upcoming trade fairs, etc). www.breizpack.net.



The University, catalyst of the development of a cluster

Technopolis in Oulu (Finland), " the Silicon valley of the north ", gathers more than 200 enterprises, specialised in information and wellness technologies. This high-tech pole owes mainly its success to the perfect symbiosis among the industries and the Oulu University, which spreads technological innovations and ensures the recruitment of a work force with high qualification by the enterprises. Public Action


Topicality of the French policy on Local Productive Systems

Following up the operation launched by the Datar since 1997, the French government maintains in 2001 its support to the SMEs' networks. Without any call for projects procedure, the circular of the Datar of 29/03/01 proposes to the Region and Department Prefectures to support the strengthening of existing LPS and the emergence of new ones taking inspiration from successful methods. A national committee follows this policy through and assures the financing of specific projects far-reaching. Notice that the indexed notebook of the LPS projects supported by the Datar is available on Datar .



Support for opening SMEs and LPS to export

PTo succeed they opening to export, SMEs requires preliminary steps : internal diagnosis, identification of target markets, prospective missions etc. The MINEFI (french Secretary of State of Foreign trade) can support these steps thanks to financing tools and to its network composed by 23 Regional Directions in France, 165 Economic Expansion Offices abroad, specialised organisms and many partners. The International Conference on Territorial Development, organised by the Datar, the OECD and the Caisse des Dépôts et Consignation - 28/29/30 of January, 2002, in la Villette, Paris. The theme of clusters will be developed, on the basis of innovation. We will give more information in a next "LPS Info".

 


- " Clusters and the New Economy " - IVth annual conference of the Competitiveness Institute, in Tucson (Arizona) - from 28th to 31st of October 2001. The programme and the registration form are on www.competitiveness.org.
